My client, who are an International Manufacturer, working across the largest projects in Europe, are recruiting for a Mechanical QS on a contract basis. Rates negotiable. This will be to join my client’s decarbonization project in Antwerp/Luxembourg.
Your role Joining an ambitious and dynamic project, you will be part of the Program Controls & Governance team as a Quantity Surveyor / Evaluator (of work done). As a Quantity Surveyor, you will act as a business partner to the project team and play a crucial role in managing project delivery and monitoring work packages. Your role will involve ensuring adherence to budgets, providing timely, reliable, and quality analysis. You'll need exceptional commercial acumen, negotiation skills, and a strong understanding of project management principles to drive the financial success of the project.
Main tasks
Develop price/forecasts for the cost of different project components and assess project feasibility.
Track changes in design and construction work packages, adjusting budget projections accordingly.
Calculate material quantities, labor costs, and project timeframes for work packages.
Measure and value the work completed on project work packages. Analyze and recommend actions on agreed project KPIs (e.g., Value of Work Done, Earned Value Management, Schedule Performance Index, Cost Performance Index).
Prepare accurate and timely cost reports, including estimates, forecasts, and cost performance analysis for management.
Collaborate with EPCM to monitor subcontractors, construction progress, and material needs, and prepare labor and supplier accounts for payment.
Work closely with contractors and EPCM/PMC to ensure that the forecast to complete aligns with plans and schedules. Highlight and address variances with stakeholders in a timely manner.
Collaborate with internal teams to update and build a reliable forecast for project costs.
Analyze project budgets, actuals, forecast to complete, and variances to identify potential risks and opportunities for cost savings.
Monitor project progress and track actual costs versus budget, recommending corrective actions where necessary.
Conduct control meetings to guide teams on progress, cost management, and budget planning, addressing any concerns.
Ensure compliance with company policies, procedures, and financial regulations.
What we’re looking for
Bachelor's degree in Engineering, Construction, or Business Administration. A relevant professional certification (e.g., PMI) is a plus.
5-10 years of Quantity Surveyor experience on complex, multi-million projects.
Strong knowledge of project management principles, cost control methodologies, and financial analysis techniques.
Ability to see the big picture and take a hands-on approach when needed.
Proficiency in ERP/IT tools (SAP, BW, Power BI), with advanced Excel skills.
Demonstrated commercial acumen, negotiation skills, and a detail-oriented mindset, with a commitment to delivering accurate, timely results.
Ability to handle multiple tasks, prioritize effectively, and work under pressure to meet deadlines.
Strong communication skills, with the ability to present complex data clearly and concisely.
Problem-solving skills with the ability to identify cost-saving opportunities.
Knowledge of relevant regulations and compliance standards.
Proactive, self-motivated, and able to work independently and as part of a team.

Function
Maintain coordination with other discipline supervisors/superintendents working in the area to manage activities and related interferences.
Organize activities in close collaboration with the line Construction Manager/Discipline Superintendent, ensuring continuity through information sharing and teamwork.
Ensure that materials used in construction comply with project technical documents, codes, and specifications and that stock levels meet the work schedule.
Monitor the productivity of subcontractor activities concerning quality and quantity (in collaboration with Project Control).

Liaise with performing parties during the planning phase to complete the Permit Review/Screening, ensuring that appropriate Method Statements and Job Hazard Analyses are performed.
Participate in daily/weekly coordination meetings, updating and circulating lists of planned work activities with relevant order and priority. Maintain a daily register of PTWs, supplementary certificates/PTWs, audits, and performance statistics.
Ensure supervisors have an overview of all planned and ongoing activities that may impact site activities.
